As used in this chapter:
(a) "Electrical Inspection Authority" means the Building Official of the City.
(b) "Electrical Inspector" means a qualified electrician duly appointed as a City Electrical Inspector under the rules and procedure of the civil service system of the City.
(c) "Commencement of work" means that visible work done, in about and upon the premises and grounds described in the permit which everyone can readily recognize as work already done with the intention to continue the same until the work is completed.
