1212.13  POWER TO OVERRULE DISAPPROVAL.
   In case of disapproval by the Planning Commission, the Commission shall communicate its reasons to Council, which shall have the power to overrule such disapproval by a recorded vote of not less than two-thirds of the entire membership of Council. However, if the public street, alley, square, park or other public way, ground, space, building, structure or utility is such that the authorization or financing of the same does not, under the law or City Charter provisions governing the same, fall within the province of Council, then the submission to the Commission shall be by the board or other commission or body having such jurisdiction, and the Commission's disapproval may be overruled by such board or other commission or body by a vote of not less than two-thirds of its membership.
