No person shall engage in any sport, game, exercise or amusement in the park system, except in such portions thereof as may be designated by the Department of Parks and Recreation, and then only under such rules and regulations as may be prescribed by the Department. Council may, by resolution, restrict certain activities, games or sports in any or all parks. If the City restricts any such activity, it must post said restriction at the park or parks so affected.
