No charge shall be made for the collection of solid waste, except for commercial or construction solid waste, and then only in the event such collection, in the opinion of the Director of Public Works, constitutes a financial detriment to the City, in which case a charge shall be made based on actual cost to the City, including overhead, or according to a schedule of rates for such services approved by Council. Such charge shall be collected in the same manner as all other contracted debts.
