No person shall place any article, thing or obstruction in any right of way, except under the conditions and in the manner permitted in Chapters 1020 through 1026. However, nothing in Chapters 1020 through 1026 shall be deemed to prohibit such temporary obsructions as may be incidental to the expeditious movement of articles and things to and from abutting premises, nor the lawful parking of vehicles within that part of a street reserved for vehicular traffic.
