Encroachments and obstructions in a public right of way may be removed and excavations filled upon direction of the Director of the Department of Engineering and Building. The expense of such removal shall be charged to the abutting landowner when the encroachment or obstruction is made or permitted by, or suffered to remain by, such landowner, otherwise than in accordance with this chapter, or it shall be charged to such other person who is responsible for such encroachment or obstruction.
