(a) The City of Wayne Downtown Development Plan and Tax Increment Financing Plan, as the same may hereafter be amended and restated, are hereby adopted. Such Plans are on file in the office of the City Clerk and are available for public use and inspection.

(b) The Downtown Development Plan and Tax Increment Financing Plan are hereby declared to constitute a public purpose.
