A grantee shall not commence construction upon, over, across, or under the roads, bridges, streets, rights-of-way or easements in the City without first obtaining a construction permit as required under Part Fourteen of the Codified Ordinances - the Building and Housing Code, as amended, which shall apply to the construction of a telecommunication system.
