828.05 LICENSE ISSUANCE.

The City Clerk shall submit to the City Manager a recommendation based upon the reviews of the Police Department for the City Manager's review. After the City Manager has approved the issuance of a license for the vehicles, the City Clerk shall thereupon issued said licenses. Such licenses shall at all times be in the licensed vehicle and in possession of the driver thereof.
