The Police Department shall be authorized to make inspections of each massage business establishment for the purposes of determining that the provisions of this chapter are fully complied with. If, in the opinion of the Police Department, there is probable cause to enter a massage establishment for the purpose of making inspections and examinations pursuant to this section, they shall request the owner or occupant thereof to grant permission for such entry, and if refused, they shall make application to a judge of the district court for a search warrant showing the judge why the search warrant should be issued for the purposes set forth in this chapter.
