As used in this chapter, unless otherwise specifically stated:
"Drive-in restaurant" means a restaurant where meals, ice cream, ice cream products or other food or beverages are served directly to, or are permitted to be consumed by, patrons in vehicles parked on the premises.
"Patron" means a person who is seeking service at a drive-in restaurant or in the parking lot or a public right of way adjacent thereto, whether in or out of a motor vehicle.

No person in charge of, or operating, a drive-in restaurant shall cause, or permit to be caused, an unsightly condition to exist on the premises by reason of loose paper, food containers or debris. Such premises shall be equipped with adequate waste receptacles for deposit of such articles. Such receptacles shall be kept in a clean and sanitary condition. No paper or other debris shall be permitted to accumulate on the premises or be thrown or blown on public or private property adjacent to the premises.

No patron of a drive-in restaurant, while parking on or adjacent to the premises or while on the premises of such restaurant, shall race the motor of a vehicle or suddenly start or stop a vehicle or make or cause to be made a loud or disturbing noise or blow or cause to be blown a vehicle horn.
