Upon execution of a franchise by a grantee, such grantee agrees to be bound by all of its terms and conditions and accepts the franchise unconditionally and promises to comply with and abide by all of its terms, provisions and conditions. The grantee also agrees to provide all services set forth in its application and proposal, if any, to provide cable services within the confines of the City and, by its acceptance of the franchise, the grantee specifically agrees that its application and proposal, if any, are incorporated by reference and made a part of the franchise.
