A grantee shall ensure that all of the homes in the City are capable of receiving the services of the cable system within twenty-four months from the acceptance of the franchise in accordance with the terms of the application submitted by the grantee. If, for any reason, a grantee shall fail or neglect to complete the required installation and be unprepared to furnish cable service by the specified date, the franchise shall be null and void and have no force and effect.
