In the event an existing licensee or an applicant is aggrieved by the decision made by the City Manager, the licensee or applicant may request an appeal before the City Council. An appeal must be filed with the City Clerk in writing within fourteen days after written denial is provided to the licensee or applicant by the City Manager. The appeal shall be scheduled for a hearing before the City Council at the next regular Council meeting. The City Council may request additional information from any party to the hearing to assist in its decision. The City Council shall render its decision within thirty days from the date of the hearing.
