All SDD licensees who sell alcoholic beverages other than beer and wine in their original packages for consumption off the premises and whose total store square footage is less than 20,000 square feet shall display all such alcoholic beverages behind a counter with no direct public access except for qualified employees who must be at least 18 years of age.
