676.01 ABANDONED REFRIGERATORS.
   (a)   As used in this section, "airtight container" means an icebox, refrigerator, cooler, chest, cabinet, tank or other container, of a capacity of one and one-half cubic feet or more, which has a door or lid with a snaplock or other locking device which cannot be released from the inside, and which, when closed, will not permit sufficient air to enter to maintain continuous human life.
   (b)   No person shall leave outside of a building, structure or dwelling, in a place accessible to children, an airtight container, and no person who is the owner, lessee or manager of the premises involved shall permit the same to be done, unless the door, lid, snaplock or other locking device is first removed from such container, or is bolted or locked in such a manner that it is impossible to open such container by the mere use of human hands.
