It shall be unlawful for any person within the City to be intoxicated in a public place and to either endanger directly for the safety of themselves or another person or of property or act in a manner that causes a public disturbance. "Intoxicated", as used in this section means that as a result of drinking alcoholic beverages a person's ordinary judgment, common sense, mental state or physical coordination is substantially affected.
