660.11 FAILURE TO RETURN LEASED PROPERTY.
   No person shall refuse or willfully neglect to return any item of tangible personal property delivered to him or her under the terms of a written rental or lease agreement, provided that the person or entity entitled to the return of such item notifies such other person in writing, sent by certified mail to such person at his or her last known address, of a demand for the return of such item at a date and time certain, not less than three days after the mailing thereof, and provided, further, that such item of tangible personal property has a value of less than one hundred dollars ($100.00).
