(a) No person shall enter upon a private parking area, either in a vehicle or on foot, without the express or implied permission of the owner, lessee or occupant of such area, or the agent of any such persons.
(b) Before this section is effective in any parking area, suitable signs apprising the ordinarily observant person of the restricted use of the parking area must first be posted. For the purpose of this section, implied permission shall be deemed granted to any person for the use designated by such signs.
