652.02 COMMENCEMENT OF MUNICIPAL CIVIL INFRACTION ACTIONS.
   A Municipal civil infraction action may be commenced upon the issuance by an authorized City official of:
   (a)   A Municipal civil infraction citation directing the alleged violator to appear in court; or
   (b)   A Municipal civil infraction violation notice directing the alleged violator to appear at the City of Wayne Municipal Civil Infraction Bureau.
