No person shall drive or move a truck or other vehicle in the City unless such vehicle is so constructed or loaded that no load, contents or litter is blown or deposited upon any street, alley or other public place, nor shall any person drive or move a vehicle or truck in the City, the wheels or tires of which carry onto or deposit in any street, alley or other public place, mud, dirt, slicky substances, litter or foreign matter of any kind.
