No person owning or occupying a place of business shall sweep into or deposit in a gutter, street or other public place in the City the accumulation of litter from a building or lot in or on which such business is located, or from a public or private sidewalk or driveway adjacent to such business. Persons owning or occupying places of business in the City shall keep the sidewalk in front of their business premises free of litter.
