638.03 REMOVAL OF VEHICLES FROM PRIVATE PROPERTY.
   (a)   When a vehicle is removed from private property at the direction of a person other than the registered owner of the vehicle or the Police Department or the Building Department, the custodian of the vehicle immediately shall notify the Police Department.
   (b)   Upon receipt of the notification described in subsection (a) the Police Department immediately shall do all of the following:
      (1)   Determine if the vehicle has been reported stolen.
      (2)   Enter the vehicle into the law enforcement information network.
   (c)   If the vehicle described in subsection (a) is not claimed by the owner within twenty-one days after the Police Department has been notified by the custodian that it has been taken into custody, the vehicle shall be deemed abandoned and the owner is responsible for a misdemeanor as described in Section 640.99.
   (d)   If a vehicle is deemed abandoned by the Police Department or Building Department under subsection (c), the procedures prescribed in Section 638.01 shall then apply.
