The Human Relations Commission shall have all the powers and duties within its geographical jurisdiction which the State Commission has under the provisions of Chapter 4 of Act 112 of the Public Acts of 1968, as amended. However, the Commission shall not issue cease and desist orders without first obtaining the written approval of the State Commission as required by Chapter 6 of Act 112.
