(a) All the provisions of Part II of this chapter shall be enforced by any officer of the Police Division of the City.
(b) When any such police officer is performing his or her duties under this chapter, he or she shall have all the power conferred upon peace officers by the general laws of this State, and especially all such powers conferred on officers authorized to enforce the provisions of law dealing with the weights and dimensions of trucks.
