274.02 ESTABLISHMENT OF BOARD; MEMBERSHIP; COMPENSATION.
   (a)   There is hereby established in and for the City a City Library Board whose duties and powers shall be as provided in this chapter.
   (b)   The Board shall consist of five members who shall be freeholders and electors of the City and appointed by Council. None of the members of the Board shall hold any other public office of the City. All members of the Board shall serve without compensation.
   The Library Board in existence pursuant to the provisions of the Village of Wayne Library Ordinance shall continue for the remainder of respective terms of the members thereof. Thereafter, appointment shall be made for a term of five years ending on the first Tuesday in July of the fifth year after appointment, or until the appointee's successor is appointed and qualified, except that vacancies occurring by expiration of term of the existing Library Board shall be filled by appointment of one member in 1970 for a term of three years, two members in 1971 for terms of three and four years, respectively, and two members in 1972 for terms of four and five years, respectively.
   Any member of the Board may be removed by Council as provided in the City Charter.
   The office of any member shall become vacant upon the occurrence of one or more of the following events before the expiration of the term of office:
      (1)   For any reason specified by State law creating a vacancy of public office;
      (2)   When such member misses two consecutive regular meetings of the Board, unless such absence is excused by the Board and the reason therefor entered in the proceedings of the Board; or
      (3)   Upon resignation in writing filed with the Secretary of the Board.
   Vacancies occurring otherwise than through the expiration of the term shall be filled for the unexpired term by Council.
