Financing shall be accomplished through the Unemployment Compensation System Fund, herewith established to account for related revenue and expenditures, including payment of unemployment benefits. The City Manager shall recommend to Council annual appropriations to be made for this activity, provided that no appropriations will be required after a fund balance of fifty thousand dollars ($50,000) has been accumulated in the Unemployment Compensation System Fund.
