A claimant to be eligible for benefits must be unemployed, as defined, and must make a claim for benefits in the manner prescribed by the Personnel Director, and must, further, be:
(a) Able and available to perform full-time work which he or she is qualified to perform by past experience or training, and of a character generally similar to work for which he or she has earned wages;
(b) In compliance with registration and reporting requirements; and
(c) Seeking work.
