Except as provided by Section 258.06, employees covered by the unemployment compensation system shall consist exclusively of employes in the classified service of the City, as defined by the City Charter and by the rules and regulations of the Personnel Board. The City Manager and all regular full-time employees appointed by him or her shall be covered.
