Section 18.6.
The City Manager or any other employee of the City of Wayne appointed by him and responsible to him shall act as Personnel Director of the City. The Personnel Director shall have the following powers and duties:
   (a)   He shall attend all regular and special meetings of the Personnel Board and shall act as Secretary for the Board.
   (b)   He shall act as executive officer of the Bureau of Personnel and shall administer and direct all activities of the Bureau.
   (c)   He shall hold competitive, promotional and qualifying examinations for all positions in the classified service, any such examinations to be restricted to persons reasonably qualified by physical condition, age, education, and experience to perform the duties of the position; provided that he may contract for technical personnel services with an agency or person of recognized professional standing in the field of Municipal personnel administration.
   (d)   He shall maintain eligible lists based on such examinations for each class of position in the classified service and whenever a vacancy is to be filled shall certify to the appointing authority the proper number of names on the list in accordance with the provisions of Section 18.5 of this chapter and the personnel rules adopted hereunder.
   (e)   He may authorize in writing temporary appointments to vacancies in positions for which there is no eligible list, in accordance with the provisions of Section 18.22 of this chapter.
   (f)   He shall give wide publicity through appropriate channels in each case to all announcements of competitive examinations.
   (g)   He shall maintain the classification plan adopted by the City Council.
   (h)   He shall assist and advise the Board in the preparation of the classification plan and when he is preparing specifications for each class of position he shall consult the appointing authority affected.
   (i)   He shall maintain a roster of all persons in the City classified service, in which there shall be set forth as to each employee therein (1) the class title of the position held, (2) the salary or wage, (3) any changes in class title, pay or status, and (4) any other data as may be deemed desirable or useful to produce significant facts pertaining to personnel administration.
   (j)   He shall investigate periodically the operation and effect of the personnel provisions of this chapter and the rules and regulations promulgated thereunder and may make recommendations regarding the above to the Personnel Board.
   (k)   He shall act as advisor to the Personnel Board and may make any recommendations regarding personnel matters to the Board that he deems advisable.
   (l)   He shall appoint and remove, subject to the provisions of this chapter, all employees of the Bureau of Personnel.
