First Council. At the election at which this Charter shall be submitted there shall be elected seven Councilmen whose terms of office shall begin upon the taking effect of this Charter. The three candidates receiving the highest number of votes at said election shall be elected to serve until the regular City election to be held on the 2nd Monday of March, 1964 and the four candidates receiving the next highest number of votes shall be elected to serve until 8:00 P.M. on the 1st Monday following the regular election in the year 1962. At the election of 1962 and thereafter Councilmen shall be elected as provided in Section 6.2 hereof.
