Subject to Section 6.3, the electors of the City shall elect a City Council, which shall consist of seven members, one of whom shall serve as Mayor of the City. For the primary and general elections of the 2022 election cycle, the Council seats that were previously assigned to districts 4, 5 and 6 shall consist of a two-year term. For the primary and general elections of the 2024 election cycle, the Council seats that were assigned to districts 1, 2 and 3 shall consist of a two-year term. Furthermore, for the primary and general elections of the 2024 election cycle, the three Council seats that were previously assigned to districts 4, 5 and 6 will consist of a four-year term and shall consist of a four-year term thereafter. For the primary and general elections of the 2026 election cycle the Council seats that were previously assigned to districts 1, 2 and 3 shall consist of a four-year term and shall consist of a four-year term thereafter.
Starting with the primary and general elections of the 2024 election cycle, the entire City of Wayne shall constitute a single voting district for the purpose of electing a Council member. The names of all candidates for Council shall appear on the same ballot, and each elector shall be entitled to vote for not more than three candidates. The three candidates receiving the highest number of votes shall be elected. In case there shall be no choice between candidates by reason of two or more persons having received an equal number of votes, then the Council shall name a date for the appearance of such persons, for the purpose of determining the election of such candidates by lot as provided by State law.
