(A) The city shall charge each dwelling served on the basis of service rendered. The charge shall be determined by the Council, and the bill for the charges shall be sent to the persons served on a quarterly basis with their water bills or at other intervals as the Council shall determine.
(B) It shall be unlawful for any person to default in the payment of the garbage or refuse collection fee. The City Council shall collect a fee thereon from the person or the owner of the real estate by civil action or by assessing of the same against the property.
(C) All income from the operation of the refuse and garbage collection system and the record of expense and operation, shall be kept and maintained in a separate city fund and account thereby designated as the Refuse Disposal Fund.
