The Park Commission shall consist of a five-member board. Waverly residency is a requirement of membership on the Commission. Five qualified members shall be appointed by the City Council. The Maintenance Supervisor or designated employee and one member of the City Council will serve as ex-officio members of the Park Board. The Council member ex-officio will be appointed on an annual basis at the first meeting of the City Council in January. The Deputy Clerk or designated employee will serve as Secretary to the Board and shall have the designation as alternate member. The Secretary/alternate member may serve as a voting member if there is a lack of a quorum. The Council ex-officio member may vote in the case of a tie or act as a voting member of the Board if there is a lack of a quorum present at the meeting. Any City Council member may act as an alternate member due to absence of regular Board members.
