(A) (1) The Planning Commission shall consist of five members. Waverly residency is a requirement of membership on the Commission. Five qualified members shall be appointed by the City Council and may be removed by a majority vote of the Council. One member of the Council shall be an ex-officio member. The Council shall select alternate members of the Commission from among its own members. The ex-officio member and alternate member(s) shall be appointed on an annual basis at the first meeting of the City Council in January.
(2) The Council ex-officio member and alternate member of the Council may act as voting commissioners when a quorum is not achieved due to the absence of an appointed member or in the case of a tie vote.
(B) Of the members of the Commission first appointed, one shall be appointed for the term of one year, one for the term of two years, one for the term of three years and one for the term of four years. Additional members will be appointed by the Council. Their successors shall be appointed for the term of three years. The appointment will be made by the Council at the January meeting following the expiration of the term of office. The terms of the ex-officio members shall correspond with his or her official tenure. Vacancies during the term shall be filled by the Council for the unexpired portion of the term. Every appointed member shall, before entering upon the discharge of his or her duties, take an oath that he or she will faithfully discharge the duties of his or her office. Members will serve with compensation of a rate per meeting attended to be established and reviewed by the Council on an annual basis and be recorded on the annual city fee schedule.
