The Mayor of the city shall, by virtue of his or her office, preside over the meetings of the Council, but in his or her absence, the Acting Mayor as provided by § 31.03(B) or in the absence of the Acting Mayor another Council member selected by the Council shall preside and he or she shall have and exercise all the powers of a presiding officer. He or she shall be the general custodian of all public property of the city; he or she shall see to it that all officers perform their duties and that the ordinances of the city are enforced.
