§ 31.02 SPECIAL MEETINGS.
   (A)   The Mayor or any two members of the Council may call a special meeting of the Council, but notice of the meeting shall be given to all members of the Council and no other business than specified in the notice shall be transacted at the special meeting.
   (B)   The notice calling a special meeting of the Council shall be read at the meeting and entered in full upon the minutes by the Clerk/Treasurer.
   (C)   At least three days before the meeting, written notice shall be posted on the bulletin board of the city and shall be mailed or otherwise delivered to each person who has filed a written request for notice of special meetings. As an alternative to mailing or otherwise delivering notice to persons who have requested notice, notice may be published once at least three days before the meeting in the official newspaper.
