§ 32.18 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CENSURE. A written, official expression of disapproval for misconduct on the part of an elected or appointed official.
   COMPLAINANT. The person who is making the complaint.
   COMPLAINT. A report of alleged misconduct delivered in person, via mail, or electronic means.
   MISCONDUCT. Willful improper conduct which, by this code of conduct, is subject to disciplinary sanctions.
   PUBLIC OFFICIAL. Includes any of the following:
      (1)   Members of the City Council;
      (2)   The Mayor;
      (3)   Members of boards/commissions/committees;
      (4)   The following individuals for as long as their titles are exempt or unclassified:
         (a)   Clerk/Treasurer;
         (b)   Maintenance Supervisor;
         (c)   Municipal Liquor Store Manager;
         (d)   Municipal Liquor Store Employees;
         (e)   Municipal Liquor Store Bookkeeper;
         (f)   Building Official;
         (g)   City Assessor;
         (h)   Administrative Secretary;
         (i)   City Engineer;
         (j)   City Attorney;
         (k)   Clerical Office Support; and
         (l)   Maintenance employees.
