The provisions of this code of conduct shall apply to all employees, elected officials, department heads, other "exempt" employees, members of boards/commissions/committees, and citizen volunteers engaged in city business or representing the city in any way. Any employee included in a collective bargaining agreement entered into in accordance with the Public Employment Labor Relations Act of 1971, as amended, or who is subject to other statutory requirements, shall be exempt from any provision of this code of conduct which is inconsistent with or less restrictive than such agreement or statute.
