§ 153.286 USES.
   (A)   Permitted uses.
      (1)   Single-family residential structures and duplexes;
      (2)   Churches, chapels and parish houses;
      (3)   Parks and playgrounds;
      (4)   Historic sites;
      (5)   Signs;
      (6)   Public buildings such as post offices, city halls, fire and police stations;
      (7)   Essential services - telephone, telegraph, and power lines and necessary appurtenant equipment and structures;
      (8)   Personal services such as laundry, barber, shoe repair, and photography;
      (9)   Professional services such as doctors, chiropractors, dentists, architects, accountants, and attorneys; and
      (10)   Banks, finance, insurance and real estate offices.
   (B)   Accessory uses.  Uses incidental to a permitted use, including specifically, but not exclusively, private garages, carports, screen houses, swimming pools, storage buildings for use of occupants of the principal structures, off-street parking, loading and unloading areas, indoor storage of merchandise.
   (C)   Conditional uses.
      (1)   Apartments;
      (2)   Home occupations;
      (3)   Commercial establishments which have limited hours of operation, limited vehicle traffic, limited noise and lighting emissions and which have limited impacts on residential uses, offering merchandise or services to the general public in return for compensation, including specifically, but not exclusively:
         (a)   Retail establishments such as grocery, bakery, department, hardware, lumber, building materials, drug, clothing and furniture stores;
         (b)   Lodging and rooming houses, bed and breakfast facilities;
         (c)   Funeral homes; and
         (d)   Repair services such as jewelry and electronics repair.
   (D)   Interim uses. The following uses shall require an interim use permit as regulated in this chapter:
      (1)   Outdoor sales and service of the following: farm implement equipment, automobiles and parts, recreational vehicles including but not limited to motorized golf carts, campers, and all terrain vehicles. Outdoor sales lots are subject to the regulations of the Waverly City Code of Ordinances Chapter 113. Minnesota business licensing must be active and in good standing including dealership, air quality, and other similar state requirements for sales business types.
      (2)   Exterior and/or interior storage associated with a primary business including but not limited to inoperable vehicles being used for parts, bulk storage of materials, tires, or other piles of stock items.
      (3)   Temporary sales lots including farm products including produce and temporary open outdoor sales, service or rental as an accessory use provided the area is fenced or screened from abutting properties, sales areas are surfaced to control dust.
