(A) This chapter shall be administered and enforced by the City Council or its authorized representative.
(B) Any person, firm or corporation who shall violate any of the provisions hereof or who shall fail to comply with any of the provisions hereof or who shall make any false statement in any document required to be submitted under the provisions hereof shall be guilty of a misdemeanor and, upon conviction, shall be fined or be imprisoned the maximum permitted by state statutes and each day that a violation exists shall constitute a separate offense.
