§ 153.178 PARKING LOT STANDARD.
   In all districts where off-street parking lots are permitted or required off-street parking lots shall be constructed and maintained subject to the following regulations:
   (A)   Adequate ingress and egress shall be provided as approved by the city.
   (B)   The parking lots shall be maintained in a useable dust-proof condition, such as concrete, blacktop or properly treated crushed rock, or some other permanently surfaced area and shall be kept graded and drained to dispose of surface water.
   (C)   Whenever the parking lot boundary adjoins property zoned for residential use, a setback of eight feet from the lot line shall be required and maintained.
   (D)   Necessary curbs or other protections against damage to adjoining properties, streets and sidewalks shall be provided and maintained.
   (E)   Plans for the construction of any parking lot and driveways must be approved by the city before construction is started. No land shall be used for parking until approved by the city.
