§ 153.006 ESTABLISHMENT OF DISTRICTS.
   (A)   The following district classifications are hereby established within the jurisdiction of this chapter:
      (1)   R-A, agricultural residence district;
      (2)   R-1, residence district;
      (3)   B-1, general business district;
      (4)   B-2, highway business district;
      (5)   I-1, industrial district; and
      (6)   S-1, shoreland district.
   (B)   (1)   The boundaries of the districts enumerated in this section are hereby established and adopted as shown upon the map on file with the City Clerk/Treasurer and designated the “official zoning map of the city,” and dated November, 1992, as may be amended, and bearing the signature of the Mayor and City Clerk/Treasurer.
      (2)   The map is hereby made a part of this chapter as if the same were fully set forth herein.
   (C)   The boundaries of districts are the center lines of streets; the center lines of alleys, the rear lot lines where there are not alleys and the side lines of recorded lots, designated distances where land is unplatted or section lines.
   (D)   (1)   Whenever in any zoning district a use is neither specifically permitted nor denied, the use shall be considered prohibited. In such case the Council, the Planning Commission or a property owner may request a study by the city to determine if the use is acceptable and if so what zoning district would be most appropriate and the determination as to conditions and standards relating to development of the use.
      (2)   The Council and/or Planning Commission upon receipt of the staff study may, if appropriate, initiate an amendment of this chapter to provide for particular use under consideration or may find that the use is not compatible for development within the city.
