§ 153.002 INTENT AND PURPOSE.
   Pursuant to the authority conferred by the state in M.S. §§ 462.351 to 462.365, as they may be amended from time to time, the city hereby exercises certain powers granted to municipalities for the purpose of:
   (A)   Promoting and protecting the public health, safety and general welfare of the inhabitants of the city;
   (B)   Promoting orderly development of the residential, commercial, industrial, recreational and public areas;
   (C)   Securing the most appropriate use of the land;
   (D)   Preventing the overcrowding of the land and undue congestion of the population causing social and economic impacts upon the city;
   (E)   Protecting and conserving the natural and scenic beauty and attractiveness of the community; and
   (F)   Implementing the adopted plans and policies of the city.
