The City Council, following review by the Planning Commission, shall have the power to vary from the requirements of this chapter in the event a planned unit development as defined herein is proposed which would be served by a municipal system or by some other central sewage disposal system approved by the City Engineer, and which generally would create a more desirable living environment than would be possible through the strict application of lot and block requirements.
