(A) Grading. Streets shall be graded to the full width of the right-of-way in accordance with street grades submitted to and approved by the City Engineer or as approved by him or her. All street grading and gravel base construction shall be in accordance with specifications on file in the City Engineer’s Office. Grading shall be complete prior to installation of applicable underground utilities, either private or public in nature. Gravel base construction shall be undertaken after completion of the installation of underground utilities.
(B) Surfacing. Following City Engineer approval of street grading and after utility installation, streets shall be surfaced and provided with concrete curbs and gutters in accordance with the latest recommended plans and specifications prepared by the City Engineer, approved by the City Council and on file in the City Clerk/Treasurer’s office.
