(A) Jurisdiction. This chapter shall be applicable to all rental dwelling units within the legal boundaries of the city. Every building and its premises used in whole or in part as a rental dwelling unit, for a single family or person, and every building used in whole or in part as a rental dwelling unit having two or more persons or families living in separate units shall conform to the requirements of this chapter, irrespective of when such building may have been constructed, altered or repaired. This chapter establishes minimum standards for rental dwelling units and related premises.
(B) Severability. The provisions of this chapter shall be severable. In the event any ordinance, paragraph, sentence, clause, phrase or portion of this chapter is declared invalid for any reason, the remainder of this chapter shall not be affected thereby.
(C) Interpretation and application. The provisions of this chapter shall be considered minimum requirements and shall be liberally construed in favor of the city and shall not be deemed a limitation or repeal of any other powers granted by the Minnesota Statutes.
