§ 113.01 GENERAL PROVISIONS.
   Outdoor sales lots such as motor vehicle, marine, farm implement, recreational vehicle, and similar sales are regulated by this section as follows:
   (A)   Outside services and sales are associated with a building size of at least 1,000 square feet of floor area.
   (B)   The entire sales lot and off street parking area is paved and a perimeter curb is provided. Outdoor sales lots existing at the time of passage of this chapter shall comply with the paving requirement by December 31, 2002.
   (C)   A minimum of 310 square feet of sales area per vehicle is provided.
   (D)   All signing is in accordance with city standards as specified in the Waverly Zoning Ordinance.
   (E)   A strip of not less than five feet adjacent to the public right-of-way shall be landscaped or screened. Landscape plans shall be submitted to the Planning Commission and approved by the City Council.
   (F)   Such use is not located within 200 feet of residentially zoned property. If existing businesses are located within this distance of a residential zone, granting of variances will be considered for particular cases.
   (G)   All outdoor lighting shall be directed so that it does not shine or spill upon adjacent properties.
   (H)   The architectural appearance and functional plan of the building and site may not be so dissimilar to the existing buildings or area as to cause impairment in property values or constitute a blighting influence within a reasonable distance of the lot.
   (I)   An on-site drainage system is provided subject to the approval of the City Engineer.
   (J)   Maximum vehicle or equipment length must be restricted to 32 feet unless larger units are specifically approved on a parking layout plan.
   (K)   The sales lot shall not include vehicles over 12,000 manufacturer’s gross vehicle weight.
   (L)   Adequate customer parking is provided in off-street parking spaces in accordance with the Waverly Zoning Ordinance.
   (M)   No stockpiling of parts shall be permitted.
   (N)   All vehicles and equipment must be in operational condition.
