Any person or persons owning, controlling or occupying grounds within the city, abutting upon any street in the city, may, with the city’s permission, plant and maintain in and upon the street, in front of the grounds, shade or ornamental trees. Trees are to be planted in straight rows on line parallel to, and at a distance of seven feet from, the line bounding the grounds on the side adjacent to the street.
