§ 93.02 SPECIFICATIONS AND REGULATIONS.
   (A)   All sidewalks, curbs and gutters constructed upon any street, avenue or other public property in the city shall be constructed according to plans and specifications on file with and approved by the Council.
   (B)   (1)   Before any construction is begun the municipality shall establish grades and assist in determining locations for the same.
      (2)   If the grade or location has not been established before the filing of an application for a permit to construct the improvement, the Council shall order the Engineer, Street Commissioner or other proper officer or employee to proceed to establish the same, unless the permit is denied for cause, and the expense of the work shall be paid by the city.
